For the past 20 years, Steve Tapp has been an executive specialising in the assessment and education markets. He joined PSI as President and CEO in 2008 with the goal of using his experience to continue the development of PSI into a global leader in Knowledge Measurement and to provide PSI clients with the technology, content and expertise needed to enhance the development of the professional skills of their constituents.
Prior to joining PSI, Steve was a key executive with Houghton Mifflin Harcourt, the leading US-based educational publisher. He held several positions including Senior Vice President, Corporate Finance & Strategy, President of Great Source, the supplemental educational publishing division and for over nine years was a key executive at Promissor, the Houghton Mifflin Assessment business that was sold to Pearson in January 2006. As President of Promissor for two years he was responsible for the overall performance of the company and led the divestiture of the unit to Pearson. Before taking the top position, he played a key leadership role in nearly every aspect of the company’s service delivery and financial operations, including terms as Vice President, Client Services and Vice President of Business Services.
Originally from England, Steve started his career working as an economist specialising in regulated industries for a government agency in the United Kingdom. Steve is a Certified Management Accountant (ACMA) and holds a Bachelor of Science Degree in Economics from the UK’s University of Southampton.
Jeff Moxie brings over 30 years of financial expertise to PSI. He is responsible for the oversight of all of PSI’s accounting and finance activities, including banking, financial reporting, auditing, accounting policies and procedures, tax and treasury matters, budgeting, and forecasting. He also oversees PSI’s Human Capital, Legal, and Facilities functions. Jeff is also involved in strategic issues and planning for the company as a whole, and in the management of outside vendor relationships and the negotiation of contract terms.
Jeff joined PSI from Sunkist Growers, Inc., where he held the position of Chief Administrative Officer. He reported directly to Sunkist’s CEO and was responsible for the Legal, IT, Human Resources, and Finance functions. Prior to Sunkist, Jeff held positions as the CFO for both Virgin Entertainment Group, Inc. and Kinko’s, Inc. At Virgin, he was responsible for the full range of traditional finance functions, including accounting, financial reporting, taxes, treasury, and planning, as well as managing the Legal and Real Estate functions. During his time at Kinko’s, Jeff managed a staff of over 400 in addition to being responsible for the full range of traditional finance functions. He also acted as the Finance point person with the company’s Chairman of the Board, Audit Committee, commercial bankers, investment bankers, and outside accountants.
Jeff is a Certified Public Accountant in the State of Ohio and received his Bachelor of Arts degree in Accounting from Grove City College in Grove City, Pennsylvania.
Peter Celeste joined PSI in April of 2017 as President, Licensure and Certification. Peter is now responsible for overseeing business development, strategic account management and client services, content development, and marketing for all of PSI’s market segments. He is an accomplished senior executive with over 20 years of experience in business to business service companies in both the public and private sectors.
Peter joined PSI from The Search Agency where he was President and led the company’s overall strategy and was responsible for the management and operations of its global agency P&L. Prior to The Search Agency he served as an executive team member and SVP and GM of Oversee.net’s Monetization Services division with responsibility for four business units and a 9-figure P&L. Before joining Oversee, Peter was GM of MyCorporation, an online incorporation business in Intuit’s small business division. He also spent seven years with Overture / Yahoo! where he was the Regional General Manager for Yahoo!’s Search and Search Marketing business in the Americas. He played a key role in launching and growing Overture’s International division from a team of three to a billion dollar organisation with 800+ people and a presence in over 20 international markets within five years.
Peter holds an MBA from the Thunderbird School of Global Management and a Bachelor’s in Business Administration from the University of San Diego.
Janet Garcia joined PSI in November of 2017 and is a business leader with a strong track record of growing businesses within education and learning technology markets. Based in London, she is responsible for the growth of PSI Internationally through a combination of strong organic growth and strategic acquisitions.
Previous positions held by Janet include International Director of e-learning for assessment and talent management leader, MindLeaders (now Skillsoft); Managing Director of Financial Services for e-learning company, Intuition; SVP of Sales EMEA for research consultancy firm Frost & Sullivan; and more recently Chief Commercial Officer at Imparta. All these companies enjoyed significant success and business growth during Janet’s tenure.
Janet has a Law degree from Exeter University, UK.
Doug Winneg focuses on coordinating the corporate development and strategic planning at PSI. He has worked in the Academic and Certification Assessment space for 18 years. Both as head of the PSI Services Education group, and prior to that as CEO and founder of Software Secure, acquired by PSI in 2016, Doug has designed assessment systems and services with a single objective, to promote test integrity. As CEO of Software Secure, he was the designer of the company’s patented Securexam Lockdown technology and Remote Proctor products.
Doug has lead the design of secure computer-based testing systems for higher education and K-12 online education programmes and national certification providers in the United States, Canada, The Netherlands and The United Kingdom, Australia and South Africa.
Doug received his J.D. from the Benjamin N. Cardozo School of Law, and a Bachelor of Arts with Honours from Swarthmore College.
Ian Necus joined PSI in 2008 and is responsible for leading and driving PSI’s innovation strategy, product management, infrastructure technology operations, and solution management.
Prior to PSI, Ian worked in the assessment industry as an executive for Pearson PLC in the United Kingdom, primarily working with many clients to implement assessment solutions. He has been instrumental in the emergence of computer-based testing, as implemented for numerous clients in Europe and a growing number of clients in the U.S. His most recent role, as Vice President of Technology and Operations for Pearson Language tests, involved developing and delivering a portfolio of high quality, innovative assessments in the area of language proficiency on a global scale.
Before working in the assessment industry, Ian gained 15 years of experience in software project management, consulting, and change management within large blue-chip organisations, such as British Airways and Sainsbury’s. Ian is a highly experienced programme delivery manager, involved with enterprise-wide system developments for both operational and customer data-related applications. He has managed large architecture, design, and development teams in a variety of arenas. Ian has also presented at several assessment conferences, both in the US and Europe.
Ian received a Bachelor of Science in Math and Chemistry from Keele University in the UK.
Debra Domeyer is an experienced technology executive with over 25 years of demonstrated success in building high performance teams, systems and consumer-internet businesses from start-up to $100M in revenue. She recently joined PSI and oversees all global software development, quality assurance, and architecture.
Prior to PSI, Debra was the Founder of GoDoTrip.com, a travel booking and technology start up. She also spent 10 years at Oversee.net, first as the CTO and then the CEO for over 6 years. She served on the Executive Council of in LA Innovate (in partnership with the Los Angeles County Economic Development Corporation) on promoting Los Angeles County as a leading global centre for innovation and entrepreneurship. Debra was named one of the top 25 CTOs by InfoWorld Magazine, has been listed in the ComputerWorld Premier 100 IT leaders and was nominated as a finalist for the Los Angeles Business Journal “Women Making a Difference” award. Her public sector career includes serving in the White House where she was responsible for providing worldwide secure communications support for the President, Vice President and White House staff.
Debra holds a master’s degree from George Washington University in Information Systems Technology and a bachelor’s degree from Loras College.
Brett is responsible for managing all aspects of PSI’s global operations. He joined PSI in 2002 and has guided the company’s operational strategy through its growth and diversification. His responsibilities include the management of all testing and assessment channels, candidate support through multiple contact centres worldwide and PSI’s international help desk.
Brett also maintains an advisory and execution role within various PSI task force committees charged with the introduction of prospective process enhancements and miscellaneous corporate initiatives. He is continually focused on making sure that PSI maintains and improves on the operational excellence that clients expect and has contributed to PSI’s growth through the years. Before joining PSI, Brett held various positions in customer service and strategic business planning for publicly traded companies in the Internet-based companies.
Brett received his MBA from California State University, Northridge and his Bachelor of Arts in Economics from UCLA.
John Weiner is responsible for ensuring the technical quality and value of assessment solutions for employment, licensure, and certification assessments. He provides technical oversight of PSI’s assessment products and practises, advancing the strategic vision of the product roadmap, and providing thought leadership for assessment practise.
In a career spanning 30 years in the assessment industry, John has led the strategic development and deployment of technically sound and legally defensible products and solutions that have benefited hundreds of organisations in the employment and regulatory markets. Prior to working previously for PSI as a consultant for several years in the 1980’s, John joined PSI in 1998 to lead Products and Services in the employment assessment division. During his tenure with the company, John has led the development of several new assessment product lines and components of the ATLASTM platform. He also developed PSI’s FormCastTM method which serves as the engine for licensure and certification test construction and delivery. He directed several major consulting projects that resulted in large-scale testing programmes, as well as the development of hundreds of examinations for professional certification and licensure. Before joining PSI, John served as a consultant to the California Commission on Peace Officer Standards for over a decade, where he led the development of widely-used assessment tools and standards for selection and certification.
John is an active participant in professional testing organisations (CLEAR, ICE, SIOP, NCME, ITC, ATP), serves on the Board of Directors for the Association of Test Publishers, and frequently presents at international conferences. He has authored numerous publications on a range of issues in assessment, including a book on Online testing (Blackwell publishing). He also serves on advisory boards at two assessment industry firms.
John holds a Master of Arts in Psychology from California State University, Sacramento, specialising in quantitative and industrial/organisational psychology.
Chris Small is responsible for the Corporate Talent Measurement business. Chris is focused on establishing and executing on PSI’s strategic objectives as they design, develop and deploy talent measurement and assessment solutions for their global customer base. He is responsible for PSI’s talent measurement go-to-market teams including sales, talent consulting, assessment solutions and their public safety centre of excellence.
Chris has a record of leading the development and growth of international assessment and technology companies, through establishing both strong customer and partner relationships. Previously as Deputy CEO of the UK based Saville Consulting, he led the consulting, training and international businesses. He is a Chartered Psychologist with a strong consulting and client focus and has over 15 years’ experience of providing organisations with impactful human capital solutions, often focused on merging assessment, technology and broader consulting expertise, to deliver practical client solutions.
Chris is a Chartered Industrial/Organisational Psychologist with the British Psychological Society and holds his Master of Sciences in Occupational Psychology from Northumbria University and his Bachelor of Sciences in Psychology from Newcastle University.
Alon Schwartz oversees all business development, account management and licence management functions for the state licensure market. Alon has been instrumental in the strategic growth and direction of the Licensure business during his time at PSI. For the past twelve years, Alon has held senior positions in Operations as well as managing client relationships in both the Licensure and Certification markets.
Prior to PSI, Alon previously worked at an internet software company, where he was responsible for managing his company’s entire operations with a Business Process Outsourcing (BPO) firm in Pune, India.
Alon received his MBA from the University of Southern California Marshall School of Business, and his Bachelor of Arts in Political Science from the University of California, Los Angeles.
Dr. Rory McCorkle oversees the growth for PSI’s Certification and Education markets. He has extensive experience both managing and consulting for credentialing programmes, specialising in the strategic organisation of these programmes, their design and development. During his career, Rory has worked with over 350 associations and IT credentialing organisations, including well-known licensure programmes and globally renowned certifications.
Previous to PSI, Rory served as the President of International Credentialing Associates (ICA). He also worked as a Career Resources Product Manager at IEEE, a Product Manager of Credentials at the Project Management Institute (PMI), and a Test Developer Prometric, providing exam development and programme design consulting.
Rory is very involved in the certification community. Some of his current roles include serving as the Vice Chair of the ATP Innovations Conference in 2018, serving as the Chair of the External Stakeholders Committee for ICE, member of ANSI’s Personnel Certification Accreditation Committee (PCAC) committee and also serves on several Boards of Directors around the testing industry.
Rory received his PhD in Organisational Leadership from The Chicago School of Professional Psychology, as well as his MBA from Drexel University’s College of Business.
David Annunziata leads PSI’s federal team and is responsible for effective strategic capture, market intelligence, strategic partnership development and building the roadmap for company growth and expansion for the business unit. David joined the PSI team as part of the acquisition of Performance Assessment Network (PAN) where he served in a similar role for over 10 years. Under his tenure, revenue nearly doubled through new contract acquisition and strategic partnerships.
David has over 30 years’ experience delivering results in sales, business development and marketing for companies like: Seagram’s, Right Management, PAN, and start-up, Headhunter.net.
David received his Bachelor of Arts in Economics from Iona College, N.Y. and Certification in Strategic Organisational Leadership from Villanova University, PA. He is also certified in the 16pf Questionnaire personality instrument.
Alicia Allegrini has been with PSI since 2005, and currently oversees all implementation initiatives and client services. Her primary responsibilities include client services, project management and coordination between R&D, IT, Consulting, and Sales team members, for seamless client integration. Alicia’s team provides quality training and daily customer support to PSI’s clients.
Prior to this role, she served as a Manager of Operations and Client Services Consultant. Before joining PSI, she was an HR Generalist at Scripps Memorial Hospital, where she managed various HR initiatives and provided project management.
Alicia earned her Master of Arts in Industrial/Organisational Psychology from Alliant International University, California School of Professional Psychology and her Bachelor of Science in Industrial/Organisational Psychology from Saint Mary’s College of California.
Ruben Garcia is responsible for innovation and developing new technology that aligns with PSI’s growth strategy. Ruben works with PSI’s operations and software development teams to evaluate and develop new ideas and incorporate these ideas into PSI’s strategic vision.
Before joining PSI, Ruben founded Innovative Exams, LLC to help find alternative and secure ways to deliver high-stake examinations. His goal was to revolutionise the testing industry by developing a new, innovative test delivery model. PSI acquired Innovative Exams in 2015 and Ruben has been instrumental in the continued growth of our technology. He brings over 19 years of testing experience to his role and has worked for three testing companies, including Computer Adaptive Technologies (CAT Inc.), Promissor and Pearson VUE.
Ruben holds a Bachelor of Business Administration from Loyola University Chicago.
Chad Fife is an experienced executive and marketing leader with a strong record of building marketing efficiencies and strong teams that consistently bring innovative products to market. He has led branding, demand generation, product and web development, and sales for large and fast-growth enterprises.
Prior to joining PSI, Chad was Vice President of Marketing for Performance Assessment Network, a leader in pre-employment testing, as well as Head of Marketing for the talent assessment division within Pearson where he supported teams from Europe to Asia. Chad was also Director of Consumer Marketing for Gannett Healthcare and an early member of two startups disrupting English language training and textbooks which he helped guide into multimillion-dollar brands. Early in his career, he developed his own e-learning software.
Chad holds an MBA from Willamette University and a Bachelor of Arts in English from Brigham Young University. He also studied New Product Innovation at the University of Chicago.
Marisa Yukich, who joined PSI in June of 2016, brings extensive experience in global human capital management. Marisa is responsible for the human capital strategy, bringing in top talent to the organisation, and ensuring initiatives are developed to align with the overall company vision. She has experience in global workforce management, M&A, leadership development, culture, organisational development, and compensation and benefits.
Prior to joining PSI, Marisa was the Vice President of Human Resources for Venbrook Group, a leader in risk management services, insurance, and reinsurance brokerage solutions. In addition, she was the Vice President of Human Resources – North America, for Prime Focus, a global visual effects and stereo conversion company with offices in North America, India, and the United Kingdom. She also has held various positions at Post Logic, Ryland Homes, and Jackson National Life Insurance.
Marisa holds a Master of Arts in Psychology from Pepperdine University and a Bachelor of Arts in Psychology from Bowling Green State University.
Charlie Koop is responsible for driving the application of PSI’s technology solutions that enable PSI to continue to provide premium services to our existing customer base, and to create new opportunities to expand on our market share. Charlie’s primary responsibilities include managing and designing PSI applications, providing Technical Programme Management oversight, facilitating collaboration with stakeholders, scoping of functionality required for new programmes, and being the key technical liaison for business teams.
Since joining PSI in 2002, Charlie has cemented his expertise in operational business requirements and software platform architecture. He has been integral in achieving PSI’s objective of systems integration across the PSI platforms, as well as the optimization and redesign of all of PSI’s existing applications. Before coming to PSI, Charlie owned a private computer consulting company where he led implementations and provided infrastructure support for small business and enterprise concerns. He has extensive experience in the management of technical support services.
Charlie holds numerous Microsoft & Cisco certifications, including Microsoft Certified Systems Engineer and Cisco Certified Network Associate certifications.
Jared Owens is the Vice President of Product Management. Jared has direct control of product features, market facing input, and new product innovation. Jared has a strong focus on listening for gaps in the market and building those needs through PSI’s testing engines and administrative environments.
Jared has 20 years of experience in the testing/assessment space and is an expert in test authoring, item banking, and computer adaptive testing systems. He was one of the initial members of Performance Assessment Network (PAN) up until its acquisition in 2017. Prior to PSI, Jared was a database administrator and systems analyst with industry leaders such as Procter & Gamble, Ford Motor Company, and Thomson Publishing.
Jared holds an MBA in Information Systems and Production Operations from Indiana University, Bloomington (Kelley School) and a Bachelor of Arts in Mathematics from Wabash College.
Director, Sales Operations
Jenni Ginsburg provides strategic leadership to the PSI sales organisation across its diverse portfolio of business units in the U.S. and abroad. Jenni is responsible for creating consistent sales processes in each business unit, deploying best practises across the organisation, and leading the CRM solution for sales and account support teams. Jenni has more than ten years of experience and proven success in sales operations, combined with a strong background in accounting, legal, and event management.
Jenni has been a stalwart for the organisation since joining Performance Assessment Network in 2006, which was acquired by PSI in early 2017.
Jenni holds an MBA from the University of Kansas and earned Bachelor of Arts in Economics and in Business Administration from the College of Idaho where she graduated Magna Cum Laude. As a result of academic achievement and athletic distinction as a three-time NAIA All-American golfer, Jenni was awarded a Sears Directors’ Cup Postgraduate Scholarship, which served as precursor to earning her MBA.
Shane King couples pragmatic and innovative leadership with the ability to execute both fiscally and strategically. He leads the Global Operations group, inclusive of the international channel, contact centres, help desk, and third party network. Shane is the premier go-to resource for resolution of at-risk operational challenges and for ability to thrive in dynamic growth environments.
Prior to PSI, Shane spent 16 years at Prometric overseeing international expansion, contact centres, and operations. Before the testing and assessment industry, Shane held positions in the insurance industry and CIC Insurance Company and Zurich.
Shane holds a Bachelor of Business Administration from University of Sydney in Australia.
